Shivaji wanted to build an impregnable island fort, at a considerable distance from the unconquerable Janjira fort and thus selected the rocky island of Kurute. The Padmagarh Fort was set up to strengthen the outer defenses of Sindhudurg. The Padmagarh Fort was also reportedly the main shipbuilding base of Shivaji's navy. The ruined fort of Padmagarh now stands about a quarter of a mile from the shore and almost gets connected to it at low tide by the narrow neck of sand.
